Pak President Zardari met CIA Director secretly: Report

Pakistan President Asif Ali Zardari (Mr 10%) secretly met the director of America's Central Intelligence Agency (CIA) Michael Hayden on his recent US visit, a media report said on Monday.

Details of the meeting were not given but a regular columnist of the New York Times reported that Zardari has replaced heads of three directorates of the Pakistani intelligence agency ISI.

Zardari said Pakistan's new government will confront the Taliban militants, to "free the country" from their hold.

"It is my decision that we will go after them (Taliban insurgents), we will free this country," he told Roger Cohen in an interview. "Yes, this is my first priority because I will have no country otherwise. I will be president of what?"

The article said Zardari also spoke for "genuine conciliation" with India and Afghanistan, which is essential to the region's stability.

Asked if the assassination of his wife motivated him to confront Islamic militancy, he replied in the affirmative, but said he intends to fight the Taliban insurgents because they were a "cancer" to the society.

"I will fight them because they are a cancer to my society, not because of my wife only, but because they are a cancer, yes, and they did kill the mother of my children, so their way of life is what I want to kill; I will suck the oxygen out of their system so there will be no Talibs," he was quoted as saying. How to sell the bailout after Congress says no: Well, for starters, don't call it a bailout!

The Bush gangster administration is searching for a new way to sell its 'financial rescue plan' after acknowledging some blunders and missteps in presenting it the first time around. One big key: Insist it's not a Wall Street "bailout."

Now it's not about financial institutions. The focus has switched to everyday Americans. And it's not an expenditure of taxpayer money, it's an "investment."

This was clearly evident in Bush's grim warnings on Tuesday of "economic hardship for millions" if the plan can't be revived. He declared, "For the financial security of every American, Congress must act."

Russia blocks EU monitors in Georgia conflict zone

Russian army leaders on Tuesday said they would not permit European Union observers to operate in a buffer zone in Georgia's renegade provinces Abkhazia and South Ossetia, despite an August promise seemingly allowing it.

Observers from an EU military mission taking up positions in the region to monitor a Russo-Georgian ceasefire agreement will have to remain in 'security zones' between the two countries' forces, and Russian forces will not allow the EU monitors free movement through Russia-controlled territory, the Interfax news agency reported citing a Russian army spokesman.

The decision threw a monkey wrench into a ceasefire brokered by French President Nicolas Sarkozy during August's Russo-Georgian war. EU observers according to the plan would monitor both sides' adherence to the agreement, in part, by keeping tabs on force levels in the region - an almost impossible task if not allowed into territory controlled by the Russian army.

Giuliani's law firm seeking bailout business

In the midst of the worst financial crisis since the Great Depression, former Mayor Rudy Giuliani has begun drumming up business, positioning his law firm to advise corporate clients on how to profit from the government's $700 billion bailout. Bracewell & Giuliani LLP announced it has formed a corporate task force to advise "financial institutions, private investment funds, institutional investors and other market participants" on the costly package.

"Our team of former government officials and experienced attorneys in the fields of legislation, enforcement and finance are equipped to guide institutions in this quickly evolving and complex environment," Giuliani said.

Sarah Palin Endorses Hamas

How can it be that some people still pretend that Sarah Palin is suited for high office? This country has never seen someone so comprehensively unprepared for the vice presidency; Dan Quayle was Metternich by comparison. I've watched Sarah Palin's interview with Katie Couric three times, and my astonishment does not diminish.

Her nonsensical answer about Russia has deservedly been highlighted, but let me focus on another question, this one concerning the export of democracy. Couric asked, "What happens if the goal of democracy doesn't produce the desired outcome? In Gaza, the U.S. pushed hard for elections and Hamas won."

Palin's answer, in full, was this: "Yeah, well especially in that region, though, we have to protect those who do seek democracy and support those who seek protections for the people who live there. What we're seeing in the last couple of days here in New York is a President of Iran, Ahmadinejad, who would come on our soil and express such disdain for one of our closest allies and friends, Israel ... and we're hearing the evil that he speaks and if hearing him doesn't allow Americans to commit more solidly to protecting the friends and allies that we need, especially there in the Mideast, then nothing will."

The issue here is not that Palin didn't know the answer. There are many possible answers to this question, some of which are right and some of which are wrong. The issue here is that she didn't know the question. Because she was apparently ignorant of the subject, she endorsed Hamas' victory, and, in essence, called for the U.S. to "protect" Islamists who seek to use democratic elections to lever themselves into power. And, of course, Ahmadinejad came to power in a more-or-less democratic election. Palin's answer was truly remarkable. A person who could be President of the United States has shown herself to be completely ignorant of one of the most vexing and important foreign policy questions of the day. Ahmadinejad accepts Israel's right to exist

The Iranian president has said he would accept a two-state solution if the Palestinians agree. So where are the headlines?

Iranian President, Mahmoud Ahmadinejad, has made a remarkable announcement. He's admitted that Iran might agree to the existence of the state of Israel.

Ahmadinejad was asked: "If the Palestinian leaders agree to a two-state solution, could Iran live with an Israeli state?"

This was his astonishing reply:

If they [the Palestinians] want to keep the Zionists, they can stay ... Whatever the people decide, we will respect it. I mean, it's very much in correspondence with our proposal to allow Palestinian people to decide through free referendums.

Since most Palestinians are willing to accept a two-state solution, the Iranian president is, in effect, agreeing to Israel's right to exist and opening the door to a peace deal that Iran will endorse.

Ahmadinejad made this apparently extraordinary shift in policy during an
interview last week when he was in New York to address the UN general assembly.

The Office of the Inspector General report is out concerning the US Attorney firings. You can read about the story here at the New York Times, or read the whole 392 page report right here at the DOJ web site. The Gist of it is that there is enough evidence to appoint a Special Prosecutor, Acting US Attorney Nora Dennehy of the District of Connecticut. It appears Ms. Dennehy has no close ties to the miscreants involved in this mess, so maybe we will find out what really happened.

TPM Muckraker is sifting through the report, and they’re reporting that Alberto Gonzales is at the center of a matrix of people and offices who stonewalled the report, including the DOJ, Pete Domeneci’s office, the White House, Harriet Miers, Karl Rove, etc. This is startling in its implications. Dennehy is not conducting a fact-finding mission, but a criminal investigation. I’m thinking it would be good to find some criminal charges here, but I think it is also important to identify the massive incompetences of Alberto Gonzales, as it will shed light on what Republicans think is par for the course for good governemtn. No, I’m not saying we shouldn’t call for prosecution, but incompetence is far more satisfactory to make fun of.

Heck, and since I’m sure someone else is dwelling on the criminal aspects of this issue, I’m going to look at the conclusions of the report concerning Gonzales and his henchmen/women and list a few instances of incompetence right here. From page 327 of the report of the OIG: More

In the Marriott terror-bombing, which immediately became known as "Pakistan's 911" because of the unusual evidence which points to foreign sources, the people and government were given notice of their vulnerability to terrorism. In this suspicious bombing, as in all these Oklahoma City type bombings, the government almost immediately blames "al Qaida linked groups." A new group, Fidaeen-e-Islam [translated as "Freedom Fighters of Islam" or "Guerillas of Islam"] also linked to A.Q., claimed responsibility.

This effectively ties this bombing, like the assassination of Benazir Bhutto, to the "official" US version of events. All attacks linked by association with al Qaida are immediately tied to their Pakistani patron, "public enemy number one," Baitullah Mehsud.

Mehsud is the perpetual enemy denounced at every opportunity by US and Afghan officials, particularly when discussing reasons to invade Pakistan's FATA (Federally Administered Tribal Areas). In reality, contrary to government charges, US forces never seem to target Baitullah Mehsud or his terrorist associates with their premier tool for targeted assassinations, the Predator terminator-drone. In the immediate future, expanding lines of communication around the world and enabling new opportunities in technology savvy and developing economies will be completed with ever increasing processor and software capabilities.

IAEA 'puts Israeli nukes on agenda'

The UN nuclear watchdog has unanimously agreed to put the issue of Israel's nuclear capabilities on the agenda of its annual meeting.

After requests by the Non-Aligned Movement and the Arab League, the International Atomic Energy Agency (IAEA) agreed to put the issue of Israel's nuclear capabilities on the agenda of the 52nd annual meeting of the UN body.

The move was initially met with protests by the US and Canada but the two countries had to back down from their position after they realized that other member states of the IAEA meeting's presidential board would not support their stance, an informed source told Fars News Agency as saying on Monday.

Israel is believed to possess the only nuclear arsenal of the Middle East but it has so far refused to allow IAEA inspectors to visit its nuclear sites. Unlike Iran

Bush reassures Baltic states of support

US President George W. Bush says that Russia's "democratic neighbors" like Georgia, should be able to exist "without fear of bullying."

Bush told visiting Lithuanian President Valdas Adamkus on Monday that Lithuania's accession to NATO was a very important part of the US foreign policy. "It's important for the people of Lithuania to know that when the United States makes a commitment, for example, Article V of the treaty, we mean it."

For his part, Adamkus said he would like a more visible US presence in the Baltics.

The meeting comes amid Baltic nervousness following the Russian invasion of Georgia last month. Lithuania, Estonia and Latvia, once Soviet states, are now NATO members.

Bush will also meet Ukraine President Viktor Yushchenko later in the day. They are expected to discuss "how to reinforce democracy, security and national sovereignty in Ukraine and throughout the region, and steps to advance Ukraine's efforts to integrate into the Euro-Atlantic community," the White House said.

Moscow has seen relations with former Soviet republics and the West deteriorated sharply since its early August war with Georgia. Lithuania and Ukraine have been ardent supporters of Georgia's accession to NATO -- something Washington also supports despite Russia's vehement opposition.

Moscow has repeatedly criticized NATO plans for an eastward expansion, which is an open breach of a NATO promise made to the last Soviet Union Secretary General Mikhail Gorbachev upon the union's 1991 dismemberment.

China calls for end to 'force' against Iran

China has called for an end to the 'use of force' against Tehran in a move that will further complicate the push for new anti-Iran sanctions.

Days after the US failed to convince the United Nations Security Council permanent members plus Germany to impose further sanctions against Tehran, China has urged world powers not to resort to 'force' over Iran's nuclear program.

"Major powers should pursue peaceful talks with Iran rather than resort to the willful use of force or the intimidation of force," Chinese Prime Minister Wen Jiabao said Sunday in his first interview with US media in five years.

World powers on Friday held a surprise meeting on the issue of sanctions over Iran's uranium enrichment activities, following fierce Russian opposition to the idea of adopting new sanctions.

Although China and Russia oppose further sanctions, a draft resolution was prepared and passed unanimously on Saturday by the UN Security Council.

The resolution, which Russian Foreign Minister Sergey Lavrov has described as "very simple" urges Iran to comply with existing resolutions but does not include new sacntions... Press TV

Iran says it will pursue nuclear work despite NWO demand

Iran said on Monday it will go on with its uranium enrichment activities despite a fifth UN Security Council resolution calling for a freeze to the sensitive nuclear work.

“Enrichment is our right and we believe that suspension is an illegal request. We will continue on our path in a normal way,” foreign ministry spokesman Hassan Ghashghavi told reporters.

On Saturday, the Security Council adopted resolution 1835 urging Tehran to suspend enrichment but it offered no new sanctions and merely reaffirmed existing ones.

Enrichment is at the heart of Western fears that Iran could be seeking nuclear weapons as it can be diverted to make the fissile material for an atomic bomb as well as fuel for nuclear power plants.

The United States and its European allies had pushed for tougher sanctions but ran into resistance from Russia and China. Iran insists its nuclear programme is strictly peaceful and solely aimed at generating electricity... AFP

Chavez interested in nuclear help from Russia

Venezuelan President Hugo Chavez on Sunday said he was interested in working with Russia to develop a civilian nuclear power program.

His statement at a televised political rally in Caracas, Venezuela, followed a trip to Russia, where he met with Russian Prime Minister Vladimir Putin and President Dmitry Medvedev.

“We certainly are interested in developing nuclear energy, for peaceful ends of course — for medical purposes and to generate electricity,” Chavez said, noting that Brazil and Argentina have such programs.

He said Russia offered to help Venezuela develop a nuclear program, though CNN could not immediately verify his claim.

Still, on Friday, Putin said he and Chavez discussed “new opportunities” for cooperation between the two nations.

Russia also gave Chavez a $1 billion credit line for weapons to develop military ties between Russia and Venezuela, the Interfax news agency reported.

Topics of Chavez’s discussion with Medvedev included joint Venezuela-Russia naval exercises scheduled to take place in November. Earlier in the week, Russia dispatched a naval fleet of warships to the Caribbean, led by the Peter the Great nuclear cruiser... CNN

US operates anti-missile radar in Israel: report

The United States has recently deployed an anti-missile radar in Israel that is mainly to warn of incoming Iranian ballistic missiles, Israeli state radio reported Sunday.

An X-band radar is a powerful phased array radar that can target the warhead of a long or medium range missile in space. The United States has deployed one in Japan and plans to install a larger X-band radar in the Czech Republic.

The radar with a range of more than 2,000 kilometres (1,240 miles) is sited in the south of the country, the radio added.

It is operated by a permanent 120-strong US army staff.

Questioned by AFP, a defence ministry spokesman said he did "not know about such a deployment".

A senior Pentagon official had said in late July that US Defense Secretary Robert Gates agreed to explore deploying a powerful missile defense targeting radar in Israel.

"The idea here is to help Israel create a layered missile defense capability to protect it from all sorts of threats in the region, near and far," said the official, who spoke on condition of anonymity.

Besides the radar, Gates also agreed to explore sharing missile early warning launch data, as well as US funding for two costly Israeli projects designed to counter short-range rockets and mortars, he said.

The official said deploying the X-band radar was a near-term proposition, adding "all this is moving pretty quickly."

"We are going to station this land-based system there, and the Israelis would plug into it," said the official.

Debate Evades Dark Realities

Perhaps it’s unrealistic to expect a U.S. presidential debate to deal substantively – and honestly – with wrongful actions by the American government, even at the end of George W. Bush’s eight-year reign as one of the planet’s preeminent rogue operatives.

But there’s no place for a serious discussion of wholesale U.S. war crimes, such as Bush’s decision to launch an aggressive war under false pretenses, the sort of offense that the Nuremberg Tribunal after World War II called the “supreme” international crime.

In a healthy democracy, moderator Jim Lehrer might have been expected to ask Obama and McCain whether President Bush should be shipped off to The Hague for a trial as a war criminal or whether he should be put before American courts to face serious criminal charges, such as violation of anti-torture statutes.

There might be a question, too, about hypocrisy: how can Obama and McCain so righteously condemn Russia for its alleged aggression against Georgia (after Georgia attacked the pro-Russian province of South Ossetia) when the United States has asserted its right not only to invade Iraq (under Bush) but to attack Yugoslavia when it was throttling a separatist movement in Kosovo (as Bill Clinton did)? More

China space heroes return after great leap forward

The first Chinese person to walk in space returned to Earth yesterday, his feat acclaimed by the Communist Party as a triumph for the nation and proof of its technological prowess.

Zhai Zhigang, commander of the Shenzhou VII (Divine Vessel) spaceship, emerged from the heat-charred craft after 68 hours spent orbiting the globe. After stumbling a few steps, he said: “The mission was glorious and full of challenges but the result was perfect. I feel proud of my country.”

In an unusual display of openness, state television followed the venture almost minute by minute, with presenters nervously chatting through the tense 30 or so minutes when China’s third manned spaceship lost contact with ground control as it re-entered Earth’s atmosphere.

The sigh of relief was palpable when cameras showed the module floating down towards the grasslands of Inner Mongolia, held up by a vast red-and-white striped parachute. One television commentator was breathless with excitement, describing the parachute as the biggest in the world. More

Iran Resolution Shelved in Rare Defeat for "Israel Lobby"?

In a significant and highly unusual defeat for the so-called "Israel Lobby", the Democratic leadership of the House of Representatives has decided to shelve a long-pending, albeit non-binding, resolution that called for President George W. Bush to launch what critics called a blockade against Iran.

House Congressional Resolution (HR) 362, whose passage the powerful American Israel Public Affairs Committee (AIPAC) had made its top legislative priority this year, had been poised to pass virtually by acclamation last summer.

But an unexpectedly strong lobbying effort by a number of grassroots Iranian-American, Jewish-American, peace, and church groups effectively derailed the initiative, although AIPAC and its supporters said they would try to revive it next year or if Congress returns to Washington for a "lame-duck" session after the November elections.

Congress, which may still adopt a package of new unilateral economic sanctions against Iran -- some of which the administration has already imposed -- over the weekend, is expected to adjourn over the next several days.

''We'll resubmit it when Congress comes back, and we'll have even more signatures,'' the resolution's main author, New York Democrat Rep. Gary Ackerman, told the Washington Times, adding that the resolution currently has 270 co-sponsors, or some two-thirds of the House's entire membership.

Still, the decision by the chairman of the House Foreign Affairs Committee, Rep. Howard Berman, to shelve HR 362 marked an unusual defeat for AIPAC, according to its critics who charged that the resolution was designed to lay the groundwork for the Bush administration or any successor administration to take military action against Iran. A new government to be free of the "dictatorship of the elite"

Venezuela's leftist President Hugo Chavez said on Saturday it was the capitalist system that had caused the financial crisis in the United States and the country should come up with a new constitution.

Speaking to reporters in Lisbon on the last leg of a tour that included visits to China and Russia, he said: "I think the United States should start a constituent process to create a constituent assembly, a new truly democratic model."

A constituent assembly is a body elected to draft and sometimes adopt a new constitution.

"It was capitalism that caused the ruin" in the United States, said Chavez, who is one of Washington's fiercest critics, calling the financial crunch "the worst financial crisis in history".

"Let the U.S. empire end and let a great nation and great republic rise from the ruin ... It's time to shout 'Liberty!' again in the United States," Chavez said, calling for a new government to be free of the "dictatorship of the elite" such as big banks and corporations.

Critics accuse Chavez of running an authoritarian, Cuban-style regime in oil-rich Venezuela. More

Cameron: Brown's had his boom, now he's bust

David Cameron pinned the blame for Britain's economic crisis on Gordon Brown yesterday as his party countered Labour's claims about who was best placed to guide the country through troubled times.

Faced with polls showing that Labour has eaten slightly into the Tory lead, Mr Cameron opened his party's conference by ridiculing Mr Brown's ten-year stewardship of the economy. He told delegates in Birmingham that Mr Brown had had his boom, but that his reputation was now bust.

“We have to ask the question, who brought us and our economy to this position? Who was it that spent and spent and borrowed and borrowed and gave us that massive Budget deficit? Who was it who said that he, and he alone, had rewritten the laws of economics to end boom and bust? The answer is our Prime Minister, the then Chancellor, Gordon Brown.”
Mr David Cameron and other Tory chiefs will use their conference to emphasise to the party and country that, if elected, the Conservatives would inherit difficult economic circumstances. In a BBC interview he again refused to rule out the possibility that taxes might have to rise.

Their pitch will be that by tackling debt the Conservatives would never allow such a crisis to happen again. They believe they have to puncture what they see as the myth that the Brown chancellorship was a success.

Under plans to be announced today by George Osborne, the Shadow Chancellor, a new independent office of budget responsibility would issue regular reports on whether the Government was reducing the budget and paying back national debt, and the Bank of England would have greater power to tell banks to cut their lending. UK military says 3 disks of soldiers' data lost

Computer disks that went missing from a British military base contain sensitive data on Royal Air Force personnel who have served in Iraq and Afghanistan, Britain's Ministry of Defense said Sunday.

A ministry spokesman said Sunday two of the three portable hard disks contain personal data on RAF members while the third disc holds no information on individuals.

The discs went missing Sept. 17 from a secured area in Innsworth, about 113 miles west of London, the spokesman said on condition of anonymity, in line with government policy.

The discs appear to have been stolen, the ministry said, but added that they have no indication the thieves intended to use the information.

The ministry has set up a telephone hot line and e-mail address for any former and present RAF members who are concerned about the thefts.

The British government has been hit by a series of embarrassing losses of sensitive data. In January, the Ministry of Defense said a laptop containing the personal details of 600,000 new and prospective military recruits was stolen, and in November a government department lost a disk that contained the names, addresses and bank details of 25 million people. Iranian president’s UN speech ‘blatant anti-Semitism’, says Germany

UNITED NATIONS: Germany’s foreign minister on Friday blasted the Iranian president’s speech at the UN General Assembly as “blatant anti-Semitism” and urged the 192 UN member states to join in condemning it.

On Tuesday, Iranian President Mahmoud Ahmadinejad railed against “Zionist murderers” and dwelled on what he described as Zionist control of international finance.

“The statements of the Iranian president about Israel are irresponsible and unacceptable,” German Foreign Minister Frank-Walter Steinmeier told the General Assembly.

“The blatant anti-Semitism of his speech this year was intolerable and demands our mutual condemnation,” he said. The Iranian president has previously said that Israel should be wiped off the map.

Earlier on Friday, US Secretary of State Condoleezza Rice told a UN Security Council meeting on Israel and the Palestinians that the council should take up the issue of Ahmadinejad’s comments about the Jewish state. reuters

Mr 10%: ‘World safer place because of Bush’

Zardari warns ‘the axis of evil is growing’. President Asif Ali Zardari has said that the world is a ‘safer place’ because of President George W Bush’s leadership, adding, “It could have been much worse.”

In an interview published by the Washington Post on Saturday, Zardari warned that “the axis of evil is growing”, but did not specify who constituted that ‘axis’. He denied that Pakistan had fired at two United States helicopters that had strayed into Pakistani territory from Afghanistan, saying that only warning flares had been fired, contradicting what Admiral Michael Mullen has alleged.

Zardari said Pakistan has the opportunity to ‘do the job’ and has the ‘right credentials’ and so has he, having been through a ‘tough life’ that has prepared him ‘to become even tougher’.

Attention: In another interview published by the Washington Post, Afghan President Hamid Karzai said there are Taliban sanctuaries ‘in the region’, while agreeing with the interviewer that the international community and the West should have paid more attention to the Tribal Areas. “They should have done all that was needed to be done — political, diplomatic, the right concentration. All those areas where the training (was taking place),” he added. Asked if former Pakistani president Pervez Musharraf had tried “quite a few options and if they had all failed”, the Afghan president replied, “Maybe he did try, but we did not see the results.

Karzai went on to say, “I have faith in Zardari, and I am sure he will deliver. I am hearing good things about Gen Kayani as well. Afghanistan will do everything to give them a sense of confidence.” Daily Times

Are the Big Banks Faking a “Liquidity Crisis”?

I previously pointed out that when the Japanese government threw cash at their big banks in the 90’s, the banks just horded the money instead of using it to restore “liquidity”.

Well, a professor of economics and an expert in liquidity now hints that the entire liquidity “crisis” might be a hoax.

Bloomberg quotes the good professor:

“I suspect that part of what we’re seeing in the freezing up of lending markets is strategic behavior on the part of big financial players who stand to benefit from the bailout,” said David K. Levine, an economist at Washington University in St. Louis, who studies liquidity constraints and game theory.

Are the big banks faking a liquidity crisis because they know that if they act like the financial system is drying up, they’ll get a big bailout?

Like a kid who pretends he’s sick so he can play hookie from school, are the big players pretending they are financially “sick” so that they can play hookie from the free market?

Chinese astronaut conducts successful debut spacewalk

A Chinese astronaut has successfully returned to his spacecraft after conducting the first spacewalk in the history of the Chinese space program, state television showed.

During the 15-minute spacewalk, which started at 16.45 Beijing time (08.45 GMT), Zhai Zhigang, 42, waved China's national flag and carried out several equipment tests.

The astronaut wore a $4.4 million space suit weighing 120-kg (265 lb), which was developed by Chinese specialists with the help of Russian technologies and Russian experts monitored the suits throughout the mission.

With this achievement, China becomes the third country in the world after Russia and the United States to carry out successful spacewalks.

China's Shenzhou-7 spacecraft lifted off on Thursday from the Jiuquan Satellite Launch Center in the country's northwestern Gansu Province, bringing three astronauts on a three-day mission at an orbit with a maximum altitude of 343 km (213 miles).

China, which previously sent astronauts on space missions in 2003 and 2005, has recently unveiled comprehensive space exploration plans. The country plans to build its own orbital space station and create a space laboratory before 2020.

Russia refuses to allow NATO inspectors at its missile bases

Russia will not allow Czech and Polish inspectors at its missile bases but is ready for further talks on the presence of its observers at U.S. missile shield sites in central Europe, the Foreign Ministry said on Saturday.

Foreign media reported last week that both the Czech Republic and Poland oppose a permanent Russian presence at planned U.S. missile defense facilities on their territories claiming that the permission could be granted only on the basis of reciprocity.

"The U.S. missile bases are being deployed near our borders and they demand that we must open access to our strategic sites for U.S. allies - Poland and the Czech Republic. There is no even a trace of logic in such demands," the ministry said in a statement.

"All we can see in these demands is the unwillingness to hold a professional dialogue aimed at getting concrete results. It seems that neither Poland nor the Czech Republic is interested in the constructive dialogue at this point," the statement said.

However, the Foreign Ministry reiterated that Moscow will seek further talks on the U.S. missile shield in central Europe "whenever our partners are ready to sit at the negotiation table."

Russia fiercely opposes the U.S. plans to deploy 10 interceptor missiles in Poland and a tracking radar in the Czech Republic as a threat to its national security. Russia, Venezuela sign agreement, oil, weapons deals, joint bank ; mock U.S. prestige

Venezuela and Russia signed broad agreements on energy cooperation Friday, a day after Moscow extended a $1 billion line of credit for Hugo Chavez to purchase arms.

"We have before us a new geopolitical dynamic," Chavez, the Venezuelan president, said during a 24-hour visit to Moscow and the southern city of Orenburg, where he viewed the signing of the accords.

The new force Chavez hailed comes as U.S. influence has waned in parts of Latin America and as Russian-American relations have chilled over both Russia's invasion of neighboring Georgia and Americas plans to build anti-missile facilities in eastern Europe.

Additionally, Chavez, a leading American foe, said the Wall Street crisis is sapping U.S. power and prestige.

"Thank God," he said, "Russia and Venezuela are confidently moving forward."

Vladimir Putin, Russia's prime minister, greeted Chavez and vowed to make relations with Latin America a top Kremlin priority.

He offered to discuss further arms sales to Venezuela and possibly help it develop nuclear energy.

During the Chavez visit, the Kremlin announced that Russia had extended a $1 billion line of credit to Venezuela for Russian arms purchases.

Venezuela has already spent about $4.4 billion on military hardware such as 24 Russian fighter jets, helicopters and some 100,000 Kalashnikov assault rifles.

Last month, Russia sent two long-range bombers to Venezuela for training exercises while Russian warships are steaming toward the Caribbean to conduct joint maneuvers in Venezuelan waters. More
